MILSTØY: An advanced tool for noise planning
The noise calculation program MILSTØY is developed by SINTEF for the Norwegian Defense Construction Service. The program enables the user to define any number of scenarios to be calculated. The scenarios may consist of any number of noise activities. Due to the inherent flexibility, the program may also be used to do any kind of community noise planning.
It is often advantageous to determine noise levels by calculations rather than by measurements. Calculations are usually easier than noise measurements, since practical problems such as inadequate weather conditions and background noise are avoided. Noise measurements may also be very time consuming. Through simulations it is easy to change conditions and evaluate different scenarios as part of noise planning.
A condition for the use of noise simulations is that the results are reliable. This requires that source data and calculation method are accurate. Another requirement for the practical use of simulations is that the structure of the program is appropriate for the tasks at hand. Simulations as part of noise planning require great flexibility in defining noisy activities, positioning of the activities and time profile of the activities.
MILSTØY satisfies these requirements. With MILSTØY the user may easily define any number of noise activities. The activities are defined by selecting
- Noise source(s)
- Source position (on a map)
- Quantity
- Time distribution
The user may define any number of scenarios, consisting of
- Any selection of activities
- A given time interval
- A given weather condition
- The noise units required
- A user defined calculation area or user defined set of calculation points
- An appropriate calculation method
The results are presented as noise levels (for calculation points) or noise contours / color plots on a map (for calculation areas).
