Operational security and control

When the proposed HVDC links from southern Norway to the Netherlands and Germany start operation, the total exchange capacity to the Continent will increase to about 2800 MW from the four HVDC terminals located within a geographical distance of 100 km. The new situation will change the operating conditions in the Norwegian power system and several technical challenges are foreseen.


These challenges are the basis for the project Operational Security and Control which is part of the EFFEKT-programme and runs from 1996 – 2000. The Norwegian system operator, Statnett, is responsible for the project which includes the following subprojects:

  • Assumptions with regard to production potential and exchange contracts
  • Criteria for operational security and reliability
  • Network analysis in combined AC/DC-systems
  • Harmonics and disturbances from HVDC and FACTS components
  • Active reserves, AGC and load following control
  • Models for voltage stability assessments
  • On-line operational control
  • Doctoral work (3 students)
